in Bergen we had a movie delivered via rtsp (becaue we needed random
access), shown via SMIL (via QT plugin), which displayed text
annotations. I wrote the text annotations via a web interface that
stored them in a database. When you viewed content, say a particular
clip, all the text annotations for that clip were available.

this was a closed system but no reason it couldn't be public.
